| George W. Bush, Vicente Fox of Mexico, and Prime
Minister Paul Martin of Canada (since replaced by Canadian Prime Minister Stephen
Harper) unveiled a blueprint for a safer and
more prosperous North America when they announced the Security and
Prosperity Partnership (SPP) of North America on March 23rd, 2005 in Waco, TX. |
| The SPP touts the
developing of a new strategy aimed at reducing market
distortions, facilitating trade and promoting overall
competitiveness through innovation and increased
market development. |
| In reality it is the
creation of fodder to feed the beast, which is the North American Central Bank
that is to be implemented once the North American
Union is implemented in 2010. |

Amero dollar |
| It has been said when the North American Monetary Union is
created (CFR target date: January 1, 2010), Canada, the United States,
and Mexico will attempt to replace their national currencies with the
Amero dollar. (See the Fraser report introduction.) |
| The national central banks of the three countries will be replaced
by the North American Central Bank that will be ran by the Federal
Reserve. (see page 14 of the CFR
report) |
| Open Roads |
| The CFR report further addresses
what should be done by 2010 with emphasis on dramatically diminishing
the need for the physical control of cross border traffic, travel, and
trade within the new NAU. (see page10 and 25 of the CFR report.) |
| National ID card, passport legislation,
and immigration reform. |
| Efforts by President Bush to reform
the Social Security plan ran out of gas, however the underlying effort
was to parallel the recommendations of the CFR report (page 27) that
would allow tax benefits for Mexicans. |
| Other issues that are in motion is
the national identification card and the mandatory use of passports at
border crossings. |
| The Real ID Act hands the Department
of Homeland Security the power to set standards and determine whether
state drivers' licenses and other ID cards pass muster. Back ground
checks were made mandatory to obtain certain endorsements on a
commercial drivers license. |
| Emphasis has been placed in the CFR
report to expand temporary migrant worker programs from Mexico. (see
page 27 of the CFR report.) The transportation industry has tried
relentlessly to solve the professional driver shortage in America. In
2010, the problem may be solved by using Mexican labor. |
| Executive Order: Task
Force on New Americans |
| On June 7th, 2006, President Bush
issued an executive order. The order reads: "In order to
strengthen the efforts of the Department of Homeland Security and
Federal, State, and local agencies to help legal immigrants embrace
the common core of American civic culture, learn our common language,
and fully become Americans. |
| The order is to establish The
Secretary of Homeland Security (Secretary) which shall immediately establish
within the Department of Homeland Security, a Task Force
on New Americans.
